Arabic Wikipedia files Israel's civilian dead as "settlers", including the teenagers murdered outside the Tel Aviv Dolphinarium and the families at the Passover seder in Netanya's Park Hotel, then counts damaged tanks. Wikidata's one-line English description, “Palestinian uprising against Israeli occupation”, matches the Arabic one word for word. The Hebrew one reads “wave of Palestinian terror against Israel”.

The rule · MOS:TERRORIST
English Wikipedia's Manual of Style lists “Value-laden labels – such as calling an organization a cult, an individual a racist, sexist, terrorist, or freedom fighter” as words to avoid “unless widely used by reliable sources to describe the subject, in which case use in-text attribution”. The rule is real, and English applies it widely. Al-Qaeda's emir Ayman al-Zawahiri is “an Egyptian-born pan-Islamist militant and physician”. ISIS's caliph Abu Bakr al-Baghdadi is “an Iraqi militant leader and former teacher”. Boko Haram is “the Nigerian militant group”. Arabic Wikipedia's openings on all three use the word "terrorist".
What the rule allows · Attribution
The rule does not forbid the word. It asks for attribution when reliable sources use it widely. Hamas is designated a terrorist organization by the United States, the European Union, the United Kingdom, Canada and Australia, which is as widely used as a label gets. Italian Wikipedia's opening does exactly what the English rule permits: “classified as a terrorist organization by Israel, the United States, the European Union…”. English's opening doesn't even attribute it.
What the rule forbids · Stated as fact
The same guideline exists so that a contested charge is never stated in Wikipedia's own voice. "Genocide" is a contested legal charge that no court has found. English Wikipedia states it in its own voice in the first sentence and in the title. The restraint runs one way. "Terrorist" is too value-laden to say about Hamas even with attribution; "genocide" is stated as fact about Israel without it. Is it genocide? →

Arabic calls the killer a martyr and names the article after him. English lists the eight murdered boys and the man who murdered them in a single count, “Eight students and the assailant were killed”, the passive sentence in which nobody kills anybody.

The Arabic opening names Hamas. The English opening names a "militant" who "performed" a bombing, as if it were an act on a stage, and names no organization at all.
The Arabic edition has its own word for terror, and its own list of who deserves it.
Terrorists · The Irgun
On Herut, the Israeli party Menachem Begin founded in 1948, Arabic Wikipedia calls the party “heir to the terrorist Irgun organization” (منظمة الأرجون الإرهابية). Al-Qaeda and Boko Haram get the same word. Hamas, Islamic Jihad and Hezbollah don't.
Martyrs and fighters · The killers of Jews
The Mercaz HaRav gunman is "the martyr". Kōzō Okamoto, the Japanese Red Army gunman who carried out the 1972 Lod Airport massacre, is, in Arabic Wikipedia's opening, مناضل ياباني “a Japanese fighter who fought defending the Palestinian cause” and “inspired the resistance with the idea of fida'i operations against Israel”. English Wikipedia's opening on him does say "massacre". The data cuts both ways, and we publish it: German and Spanish Wikidata both describe Okamoto as a “resistance fighter”.

The 2003 Maxim restaurant bombing, 21 dead, Jews and Arabs, took place according to Arabic Wikipedia “in the city of Haifa in occupied Palestine”. Its Wikidata line calls it “a revenge attack carried out by the lawyer Hanadi Jaradat”. Haifa has been in Israel since 1948. In the Arabic edition, so has the occupation.
