Europe, Counted

You've been told that anyone who notices is a bigot, and that the numbers are a far-right fantasy. The numbers come from national censuses. The plan comes from the Muslim Brotherhood's own archive. And the first people packing their bags are Europe's Jews.

The medieval curve took centuries because it had to run on conquest, tax and law. The slow conquest → The modern one runs on migration, birth rates and organization, and it is measured in decades. The Islamist movement that organizes inside those numbers came with a plan, and wrote it down.

The plan, in their own words

You'll be told "civilization jihad" is something anti-Muslim bloggers made up. It is a phrase from the Muslim Brotherhood's own paperwork.

22 May 1991 · The Explanatory Memorandum

Written by Mohamed Akram, a member of the Brotherhood's North American board and later a senior Hamas figure, as the movement's General Strategic Goal for the Group in North America. The mission, in its words: a kind of grand Jihad in eliminating and destroying the Western civilization from within and "sabotaging" its miserable house by their hands. It calls the process civilization-jihadist and lists the organizations meant to carry it.

2004 · Found in the archive

The FBI found it in a hidden sub-basement of Ismail Elbarasse's home in Virginia, among some 80 boxes of the Brotherhood's North American archive. It was entered as evidence in the Holy Land Foundation trial, the largest terror-financing prosecution in US history, which ended in 2008 with convictions for funnelling money to Hamas.

The answer you'll hear · "One man's wish list"

CAIR and Georgetown's Bridge Initiative call it a fringe memo and "civilization jihad" a conspiracy theory. The Bridge Initiative is sponsored by Georgetown's Prince Alwaleed bin Talal Center, renamed after the Saudi prince's $20 million gift in 2005. The document's authenticity has never been in question, and a Brotherhood board member does not need a vote to put the movement's goal in writing.

21 May 2025 · France checks

A report for France's Interior Ministry, presented to the Defence Council, found the Brotherhood's "entryism" spreading Islamism from the bottom up: 280 associations linked to the movement, its main federation controlling 139 places of worship and affiliated with 68 more, and 21 schools teaching 4,200 pupils, five of them under state contract. The French government's verdict: a threat to national cohesion.

2019 · The money

Leaked bank records published in Qatar Papers by French journalists Christian Chesnot and Georges Malbrunot showed Qatar Charity funding 140 mosque, school and Islamic-centre projects across Europe, about €71 million, 50 of them in Italy, for associations tied to the Brotherhood. What changed

No "no-go zone" legends. These are court rulings, laws, government audits and election results.

23 April 2015 · Tower Hamlets

An election court voided the re-election of mayor Lutfur Rahman for corrupt and illegal practices. Among them, a rarity in modern British law: undue spiritual influence, after a letter signed by 101 imams urged voters to back him as a religious obligation and cast opposition to him as an attack on Islam. He was banned from office for five years. In 2022 he was elected mayor again.

March 2021 · Batley

A religious studies teacher at Batley Grammar School showed a Charlie Hebdo cartoon of Muhammad in a lesson on blasphemy. Protests massed outside the school, he was suspended, received death threats and went into hiding. A government adviser's 2024 report found he was still in hiding.

February 2023 · Wakefield

A 14-year-old brought a Quran to Kettlethorpe High School, where it was dropped and scuffed. Four boys were suspended, police recorded a "hate incident," the boy's mother apologized at the local mosque while he received death threats. No law in England bans blasphemy. The school enforced one anyway.

17 August 2023 · Sweden

After a string of Quran burnings by a handful of activists, Swedish security raised the terror threat to level 4 of 5, its highest since 2016, as al-Qaeda and Hezbollah called for attacks and a mob stormed Sweden's embassy in Baghdad.

7 December 2023 · Denmark

The country of the 2005 Muhammad cartoons passed a law making it a crime, punishable by up to two years in prison, to burn or defile a holy book in public. The government's stated reason was the security of Danes. Denmark abolished its blasphemy law in 2017. Six years later it wrote one back in, for the security threat.

4 July 2024 · Britain votes

Five independents campaigning on Gaza beat Labour: Shockat Adam in Leicester South, Ayoub Khan in Birmingham Perry Barr, Adnan Hussain in Blackburn, Iqbal Mohamed in Dewsbury and Batley, and Jeremy Corbyn in Islington North. All five were endorsed by The Muslim Vote, a campaign founded in December 2023 in response to the war. A foreign war decided British seats.

16 June 2025 · The Casey audit

Baroness Louise Casey's national audit of grooming gangs found clear over-representation of Asian and Pakistani-heritage men among suspects in the police data she examined, and that flawed data had been used for years to dismiss such claims as sensationalised, biased or untrue. More than 800 cases were sent for formal review. The children of Rotherham had been failed by officials afraid of being called racist.

Britain · Sharia councils

A 2018 Home Office review estimated 30 to 85 sharia councils operating in England and Wales, mostly handling Islamic divorces sought by women, and found women being forced to make concessions to be released from marriages.

Part Four

The Jews go first

Every page on this site about the old hatred ends in the same place. Europe's Jews are the ones measuring this in suitcases.

January 2015 · Paris

Two days after Islamist gunmen murdered 12 people at Charlie Hebdo, a gunman who had pledged allegiance to ISIS took the Hypercacher kosher supermarket and murdered four Jews.

France · 2000 to 2025

More than 10% of French Jewry moved to Israel between 2000 and 2017. In 2025 French authorities recorded 1,320 antisemitic acts, over half of all religiously motivated hate crimes, against a community under 1% of the population. About 3,300 French Jews made aliyah that year, up some 45%. A history of antisemitism →

Malmö · Two decades

Synagogue membership in Sweden's third city fell from about 2,500 to 500. The record behind it: attacks on Holocaust survivors, a bomb outside the Jewish community centre in 2012, the cemetery chapel set on fire, and calls to murder Jews at an Islamist demonstration in 2020.

October 2023 onward · The street

The plan was written down. The results were counted. The warning was a Jewish one. A Brotherhood board member put the goal on paper in 1991. France's government found the network in 2025. Britain's courts, audits and ballot boxes recorded what followed, and Denmark rewrote a blasphemy law it had just abolished. None of it needs a conspiracy theory. It needs someone willing to read the documents. When a movement writes "destroying the Western civilization from within," quoting it is not a conspiracy theory. Ignoring it is a choice.
