Described by Winston Churchill as "the first resister ", Mandel fled France and attempted to establish a government-in-exile after the Fall of France , but was arrested by the government of Vichy France . He was executed by the Milice paramilitary in 1944 in retaliation for the assassination of Philippe Henriot .
