The office "advocates U.S. policy on anti-Semitism both in the United States and internationally, develops and implements policies and projects to support efforts to combat anti-Semitism." The Office was created by the Global Anti-Semitism Review Act of 2004 .2Gregg Rickman was sworn the first SEAS on May 22, 2006. The office has remained opened since the beginning of the Obama administration . On November 23, 2009 a new special envoy , Hannah Rosenthal was sworn into office by Obama administration . Rosenthal is former head of the Jewish Council for Public Affairs , and former executive director of the Chicago Foundation for Women.
