He served in the Haganah and the Israel Defense Forces . In the IDF, he eventually became the head of the Manpower Directorate and served in that capacity until 1973. In February 1974, he became the eighth mayor of Tel Aviv , continuing his tenure until November 1993. He was elected mayor as a member of the Likud .1
